Ground Up Construction vs Tenant Build Out in Georgia
When ground up construction beats a build out, and when a TI is the smarter play. Costs, timelines, and trade offs explained.

One of the most common questions we get from business owners and investors in North Metro Atlanta is whether to build ground up or take an existing shell and build out the interior. The answer comes down to capital, timeline, and how much control you need over the final product.
Ground up construction
You build a new structure on a vacant or redeveloped site. Everything is yours to design, from the parking layout to the roof system.
When it makes sense
- You need a specific footprint, height, or layout an existing shell cannot deliver
- You want long term ownership of the real estate
- You are operating a drive thru, automotive, fueling, or industrial use that needs purpose built infrastructure
- Available shells in your market do not match your operating model
Trade offs
- 9 to 18 month timeline from site selection to opening
- Higher upfront capital
- Civil, permitting, and entitlement risk
- Construction loan with longer interest carry
Tenant build out
You lease or buy an existing shell and finish the interior to suit your use.
When it makes sense
- You need to open quickly
- Your concept fits a standard footprint
- You want to limit capital exposure
- A landlord is offering meaningful TI allowance
Trade offs
- Constrained by the existing structure, MEP service, and ceiling heights
- Roof and exterior are landlord controlled
- Lease terms shape the long term economics
- Older shells can have hidden code upgrade costs
Cost comparison at a glance
A 4,000 sq ft restaurant in Cherokee County:
- Ground up, including site and shell: roughly $1.6M to $2.4M
- Build out into an existing vanilla shell: roughly $1.0M to $1.8M before TI allowance
Office and retail at the same size will run 30 to 50 percent less per square foot.
Timeline comparison
- Ground up: 9 to 18 months including civil, permitting, and vertical construction
- TI build out: 3 to 8 months depending on use and jurisdiction
How to decide
Ask yourself three questions:
- Is there a shell on the market that fits my use within 10 percent? If yes, build out usually wins.
- Do I need to own the real estate for tax or balance sheet reasons? If yes, ground up gets serious consideration.
- Can my operating plan absorb a 12 plus month opening timeline? If not, build out is safer.
